"Councilman Kwame Kenyatta said it's time for Detroit to begin creating more revenue sources.
His platform includes creating an amusement park area for Belle Isle and turning Detroit into an entertainment hub by providing tax incentives for musicians or digital media companies.
But the most controversial could be creating a Detroit lottery, a proposal Kenyatta says will generate significant money. He estimates $600 million is generated in the lottery in Wayne County.
'Detroit needs to get its own lottery,' Kenyatta said. 'If you don't want to give us our own lottery, at least give us a Detroit ticket. I don't think we're going to stop playing the Michigan lottery, just as many people have not stopped playing the street lottery, the Chicago lottery or the New York lottery. If we had a Detroit lottery or ticket dedicated to some part of the general budget, that would reduce the burden on the taxpayer.'"
